THE ANNUAL MEETING OF SWINSTEAD PARISH COUNCIL
Draft Minutes of the of the Annual Parish Council Meeting held
Thursday 15th August 2025, 19.00pm in the Village Hall
Cllr L Underhill Chair, Cllr K Vardy, Cllr M Hoodless, Cllr M Robinson
1.0 Appointment of Chairman and of Vice Chairman, Elections update. Cllr Underhill appointed Chair – proposed Cllr Robinson, seconded Cllr Hoodless. Cllr Vardy appointed Vice-Chair – proposed Cllr Hoodless, seconded Cllr Robinson.
2.0 Apologies for Absence. Apologies received from Cllr Annette Whitworth and C Hatch (Clerk)
3.0 To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None declared.
4.0 Draft Minutes of the Parish Council meeting held on Thursday 13th March 2025 to be approved as the Minutes. Having been previously circulated, the minutes were approved unanimously.
4.1 Matters Arising. The dropped curb has now been installed in Park Road.
5.0 Councillors’ and Clerk’s reports:
5.1 County and District Councillors’ Reports. SKDC Cllr Nick Robins explained that due to the recent elections there was little to report and that a Local Government Review meeting was due.
Highways. A spillage of stone on Park Road corner indicated that a quarry lorry was uncovered. Proposal that Clerk write to Creeton Quarry again to emphasise that lorries should be covered. Noting the registration of offending vehicle and company would help.
Defibrillator. (New Unit installed to Phone Kiosk). Cllr Hoodless will change sign from telephone to defibrillator.
Village Hall.
6.0 Annual Governance Statement and Financial matters: (In the absence of the Clerk it was decided to leave 6.0 untill the next meeting)
6.1 To declare Swinstead PC exempt from a Limited Assurance Review
6.2 Annual Governance Statement:
6.2.1 To Resolve the Approval of the Annual Governance Statement, for publication.
6.2.3 Cheques to be signed.
7.0 Planning applications: None
8.0 Correspondence: None
9.0 Other items for discussion: Cllr Robinson to step down in role of representative for the Village Hall and Cllr Hoodless to take the role.
Cllr Underhill suggested that at the Annual Parish Meeting volunteers be asked for to form a Greens Group to meet and tidy up areas of the village where needed.
Cllr Robins suggested a WhatsApp group could be set up in the Village. Cllr Robinson will take a poll on village facebook for this.
