Draft Minutes of Swinstead Parish Council meeting held on Thursday 13th of July 2023 @ 7.00pm in Swinstead Village Hall

  1. Public Forum (15 minutes maximum) None.
  2. Apologies for Absence None.
  3. To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
  4. Draft Minutes of the Parish Council meeting held on Thursday 11th May 2023 to be approved as the Minutes. The minutes having been circulated were agreed and accepted unanimously.
  5. Matters Arising. The Clerk advised; Highways have approved the installation of two dropped curbs in Park Road at no cost to the Parish Council, thus enabling safe crossing for those with mobility issues. He also confirmed speaking with the Airfields of Britain Conservation Trust, in relation to the Consecration of the WW1 Plaque in Creeton Road, who confirmed, although not necessary, a number of villages have held a Consecration service. Father Edward Martin has kindly offered his services for the service. Cllr Hoodless will liaise with Father Edward to confirm a date for the service, all those interested will be welcome to attend. 
  6. Councillors Report.
  7. 5.1 County & District Councillor’s. LCC Cllr Vernon presented a brief update from Lincoln County Council.
  8. 5.2 Councillors Reports. None.
  9. Parish Clerk report.
    1. 1 Position at Bank. The Clerk presented the accounts to date, which were agreed and approved.
    2. 2 Cheques to be signed. Clerks’ salary expenses £514.07, Village Hall hire £48. Both were agreed and signed.
    3. 3 New Bank Mandate. New signatory’s being required, the appropriate forms were passed to Councillors Whitworth and Robinson for completion.
  10. Neighbourhood Plan. The Parish Council are keen to investigate the possibility of creating a Neighbourhood Plan for the Village. Cllr Vernon provided valuable information on the subject, time scale, the availability of grants to cover costs. Cll Vernon suggested speaking with Cllr Nick Robins who would confirm details of Parish Council’s that have successfully completed the process, enabling Swinstead Councillor’s to visit and discuss the matter in more detail.
  11. Highways: New Estate Flooding. The Clerk confirmed speaking with Highways regarding the ongoing problem of flooding at New Estate. Despite the Clerk suggesting the possibility of a collapse in the drain, Highways advised they will clean the drain on their next cycle.

       9.0 Planning.

9.1 S23/0923, Mr T Harrison, 33 High Street, Swinstead, Lincolnshire, NG33 4PA, 1. Fraxinous excelsion. (Ash tree) T1, fell to ground. (SKDC Work Allowed 14th June 2023)

9.2 S23/0691, Mr & Mrs Michael Sylvester, 28 High Street Swinstead, Alterations to rear extension to include the removal and replacement of two windows, remove flat ceiling and replace with sloping ceiling, remove internal walls and doors, change bathroom suite and utility units. (SKDC consent has been granted)

10.0 Jubilee Orchard. Cll Whitworth proposed installing rabbit fence at the base of the Deer fencing to prevent rabbits and muntjacs, getting into the Orchard, this was seconded by Cll Robinson. After discussion, the Councillors agreed unanimously. The Councillors also discussed the future use of the Orchard, with the possibility of an “Orchard Fest” in September to celebrate the fruit harvest. The Clerk to speak with the Grimsthorpe Estate for clarification. Residents, watch this space.

  1. Additional Litter Bins. Cll Robinson asked if additional litter bins could be purchased from SKDC as the Village only has one, located at the bus stop. He suggested they be positioned at the three entrances to the village. The Clerk to investigate.

12.0 AOB Cllr Whitworth confirmed, she is trying to confirm a date with the engineers who will service the defibrillator. The Clerk advised he is waiting to receive a quote to replace the signage on the planter in Creeton Road as it has degraded significantly. To be added to the September agenda for discussion.
