Draft Minutes of the Annual Meeting of the Parish Council held

 Thursday 21st May 2026, 19.00pm in the Village Hall

Cllr L Underhill Chairperson, Cllr K Vardy Vice Chair, Cllr M Hoodless, Cllr M Robinson Cllr M Longbone & C Hatch (Clerk)

 

1.0 Appointment of Chairman for 2026-27. Cllr Underhill offered to remain in post for another year, the Councillors thanked Councillor Underhill for her commitment to the Village.

2.0 Apologies for absence: None.

3.0 To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None

4.0 Draft Minutes of the Meeting that was held on 12th February 2026 to be approved as the Minutes of the Meeting. The minutes of the February meeting having been previously circulated were accepted unanimously.

4.1 Matters arising. None.

5.0 Councillors’ and Clerk’s reports:

5.1 County and District Councillors’ Reports. District and County Councillors were not in attendance.

Cllr Robinson proposed a £30 voucher be given to the three residents who water the planters throughout the year. Cllr Longbone seconded the proposal.

Highways, The Clerk will contact Highways and establish when their engineer will be coming to Swinstead to inspect the roads and footpaths.

Defibrillator. The Clerk confirmed the units are all in good order, they are registered with both the British Heart Foundation and “The Circuit.”

Village Hall. Cllr Hoodless reported that the Village Hall Committee anticipates a busy year ahead, with several events scheduled. Additionally, the Hall is increasingly sought after for private hire.

6.0 Annual Governance Statement and Financial matters:

6.1 To declare Swinstead PC exempt from a Limited Assurance Review: The Clerk confirmed that as the PC income is less than £25k per year they can complete the Exemption Certificate, (AGAR) form.

6.2 Annual Governance Statement: The Clerk presented the annual AGAR return to the Councillors, which was signed

by the Clerk and Chair.

  6.2.3 Cheques to be approved. £344.76 Clerks salary. £75 Additions Accountancy, £120 Hawkins & Son (Orchard Hedge Cutting). £78 J Kirby (Orchard Grass Cutting)

  1. Planning applications: Two applications were received after the publication of the agenda.
    1. S26/0753, Mr R Myers, Bertie Close, Swinstead, Section 211 notice to reduce Silver Birch tree. (No comment from the PC)
    2. S26/0717, Mr L Stead, 29 Croake Hill, Swinstead, Front first floor dormer extension and front ground floor extension. (No comment from the PC).
    3. The proposal as detailed in item 8 of the agenda. The Councillors discussed the proposal and felt it would be of interest to the whole village.  They suggested an invitation be sent to the builder asking him to attend an EGM, where he can give a presentation to the residents of Swinstead.

8.0 Correspondence. An email was received from Mr Fraser-Dale of David Fraser Bespoke Homes, outlining a proposal for ten new small 2-3 bed properties to be built aimed at first time buyers and those downsizing. The proposed site is behind 33, 35 High Street and Ancaster Mews.

9.0 Other items for discussion. Mr G Percival has provided a quotation of £250 to cut back the inside of the Jubilee Orchard hedge and remove all rubbish. Thereafter, annual cutting back would be at a cost of £100. The Councillors asked the Clerk to contact Mr Percival to arrange for the work to commence.

The Clerk also advised the Jubilee Orchard sign needs some repairs, which he is happy to undertake.
