Draft Minutes of the of the Parish Council held
Thursday 13th August 2026, 19.00pm in the Village Hall

- Public Forum (15 minutes maximum) No residents attended the Open Forum.
- Apologies for Absence. None
- To receive declarations of interest in accordance with the 2011 Local Government Act. – personal or prejudicial interest in any items for discussion. None.
- Draft Minutes of the Parish Council meeting held on Thursday 21st May 2026 and draft minutes of the EGM held on the 6th of June, to be approved as the Minutes. Having been previously circulated, the minutes were approved unanimously.
- Matters Arising. None.
- Chairmans Report.
- County & District Councillor’s. County and District Councillors were not in attendance.
- Cllr Underhill thanked those responsible for watering the planters and keeping them in such good order.
5.2 Councillors Reports.
5.2.1 Cllr Robinson. To discuss safeguards SKDC have in place for potential fly tipping following their change of access to the recycling centres.
Cllr Robinson will draft a letter from the PC to SKDC asking for a detailed response of their plans to deal with the anticipated increase in fly tipping once an appointment system is introduced to the recycling centres in the region.
- Parish Clerk report.
- Position at Bank. The Clerk provided the up-to-date accounts, The balance at the time of production is £3178.47.
- Cheques to be signed. Clerks’ salary £344.76. Mr N Welford £80 (Restoration of the Jubilee Orchard gate sign).
- Local Government Reorganisation update. (See extract from SKDC website below). Having seen the Governments chosen option, Councillors felt rural Lincolnshire may suffer from poorer services. They discussed how to make submissions to the Government regarding concerns they had. The Clerk advised; Cllr Vernon is organising a petition that can be distributed to local villages enabling residents to voice their concerns. The Clerk will obtain a copy as soon as possible.
The Government has announced its chosen option for Local Government Reorganisation (LGR) in Greater Lincolnshire.
Two new unitary authorities will be created – a City of Lincoln unitary covering the city as well as some neighbouring wards in North Kesteven and West Lindsey; and another covering the rest of North Kesteven and West Lindsey and the four other Lincolnshire districts.
The existing unitary councils of Northeast Lincolnshire and North Lincolnshire will continue.
Please note that the announcement represents the Government's intention, which remains subject to legislation and any potential legal considerations before implementation.
A Structural Changes Order will be drawn up following this announcement.
The SCO will be presented to Parliament before the end of the calendar year and is expected to come into force in March 2027 following a number of parliamentary procedures. Elections for the new unitary authorities would then be held in May 2027. They will initially serve as shadow authorities and go ‘live’ on 1st April 2028.
- Highways: Nothing to report.
- All units in the village are in full working order.
Village Hall. Despite two regular organisations no longer hiring the village hall for their activities the hall remains in a stable financial position.

All the above have been circulated to the PC. The Clerk will try to resolve those issues in his remit.
- Planning:
- S26/0753, Mr Bob Myers, 6 Bertie Close Swinstead, Section 211 notice to reduce Silver Birch tree. (Work Allowed 8th June 2026, SKDC Planning Office)
- S26/0717, Mr L Stead, 29 Croake Hill Swinstead, Front first floor dormer extension and front ground floor extension. (permission has been refused, SKDC Planning Office).
- S26/0717 Town and Country Planning Act 1990 Planning Appeal: Mr L Stead, 29 Croake Hill Swinstead Lincolnshire.
- Other Matters for discussion.
Cllr Robinson spoke about closing the gaps to traffic on the A1, he asked if the PC would send a letter of support to Alicia Kearns MP. The Clerk suggested the topic be discussed at the next meeting.
