SWINSTEAD PARISH COUNCIL

Minutes of the meeting of the Parish Council held via ZOOM:

 18.00 on Thursday 16th July 2020

Present: Cllr Nick Robins, Cllr C Lunn, Cllr B Lynch, Cllr Bob Adams, C Hatch (Clerk)

1. Public Forum: No members of the public present.
2. Chairman: The Clerk asked for a member of the Council to be the Chairman for this meeting, Cllr Lynch offered his services. This was proposed by Cllr Robins, seconded by Cllr Lunn. 
3. Apologies: The Clerk offered Cllr Plowright’s apologies; he was unable to attend the meeting due to technical issues.
4. Receive declarations of interest under the Localism Act 2011:  None
5. Minutes of the Previous Meeting: The Minutes of the meeting held on March 5th, 2020 were not discussed as it was not possible for them to be signed. (due to ZOOM meeting)
6. Clerks Report: Cllr Plowright’s signed acceptance letter and DPI notice were shown to the Councillors, copies to be sent to SKDC. He advised, letters of interest had been received from Mrs L Underhill and Mr J Ashby requesting consideration to be Co-opted to the Parish Council. These were discussed by the Councillors and unanimously accepted.

The Annual Governance & Accountability Return 2019/20 were presented and accepted. Also presented, the year to date finance report 2020/21. The Clerk answered questions from the PC which met with their approval. (Copy of the report at the end of these minutes).

Quotation for Work: Quotations had been requested for small works to be carried out, the erection of the WW1 Memorial Plaque, replacement gate post to the Jubilee Orchard and maintenance of the shrubs on Croake Hill green. After discussion, the Plaque and gate post work were approved, however, it was felt, as the owners of the Green, Muir Housing should pay for the maintenance of the shrubs. The Councillors asked the Clerk to speak with Muir Housing requesting they take appropriate action. Cllr Robins very kindly offered to provide a contribution toward the cost of works from a surplus of funds in the Ward Member Grant Scheme.

Speed Sign: The Clerk provided the data for the past three months, although there are fewer vehicles exceeding the 30mph limit it is still above acceptable levels. Cllr Adams will liaise with the Clerk regarding the installation of Calming Measures.  

Village Notice Board: The Clerk advised the Councillors; the Village notice board was now past it’s sell by date! He suggested obtaining quotes for a replacement to be presented at the next PC meeting.

7.Parish Council Appointed Trustee to the Village Hall: The Clerk volunteered his services as the Appointed representative of the PC to the Village Hall. The proposition was voted on and carried unanimously. 

8. Matters Arising: None.

9. Any Other Business: Cllr Robins suggested the Parish Council form a Greens Committee. This will enable issues such as the Jubilee Orchard, a Christmas Tree and the like to be discussed, fact finding to take place prior to the next Parish Council meeting. It was felt this is a good idea and will be actioned.

10. Date of the next meeting: September 17th, 2020, 18.00 Venue TBC.
