SWINSTEAD PARISH COUNCIL

Draft Minutes of the meeting of the Parish Council held via ZOOM:

 18.00 on Thursday 21thJanuary 2021

Present Cllr B Lynch, Cllr C Lunn, Cllr L Underhill, Cllr J Ashby & C Hatch (Clerk)

1. Public Forum: One member of the public attended the forum, Cllr Bob Adams (LCC) was also present. No questions came from the public.
2. Apologies: None
3. Receive declarations of interest under the Localism Act 2011:  None
4. Minutes of the Previous Meeting: The Minutes of the previous meeting held on 19th November 2020 were agreed as an accurate record and signed.
5. Matters Arising: A question was asked if a date had been set for the clearing of brambles at Croake Hill. After discussion, it was decided, weather permitting a date will be set for early March.
6. Chairman’s Report: Acting Chairman Lynch requested a letter of sympathy be sent on behalf of the Parish Council to the family of Mrs Dorothy Warren who recently passed way aged 94.

He also thanked all those involved with the Village Christmas Tree, John Ashby & Johnnie Hawkins for erecting it, the villagers who decorated it and special thanks to Bunny Robinson for providing the tree.

6.1 Cllr Adams advised he and colleagues have been working on LCC budgets. He confirmed there will not be a deficit for the current year and that they were preparing the budget for the next twelve-month period. In the absencs of Cllr Robins, Cllr Adams advised, SKDC were calling on their reserves so as not to show a deficit for the current year.

7. Clerks Report:
   1. Financial report was presented to the PC, the report was accepted unanimously.
   2. Correspondence was received from a resident regarding dykes/blocked culverts causing flooding. This require more detailed investigation. He also enquired about the possibility of road calming measures being installed to help reduce the speed of vehicles in the village. (Discussed in item 10)
8. Councillors Reports: None
9. Parish Council Meeting Dates. The Clerk requested the PC meeting be held on the second Thursday of the month instead of the third Thursday. This is due to constantly missing the cut off for the Link and Three Towers publication. After discussion, this was accepted unanimously.
10. Roads/Maintenance: Cllr Lynch advised the PC of a site visit to Creeton Road, attended by himself, the Parish Clerk, Harry Coups and Richard Lidstone. Richard Lidstone was able to confirm, an area thought to be a blocked dyke causing flooding on Creeton Road was not a dyke at all. He showed where work had been carried out to unblock the culvert further up the road and how that was now running freely thus easing potential flooding in future.

The PC are also investigating the flood water emanating from Swinstead Hall onto Park Road.

The Clerk advised the PC, following of correspondence from a resident re blocked dykes and culverts. He had reported the area of concern, (junction of Bourne Road & Forstedd Hill) to LCC Highways. Regarding the resident’s comments on Road Calming, Cllr Adams confirmed he would be happy to assist the PC with this issue.

11. : Greens Committee: Cllr Ashby confirmed, he is speaking with a company regarding the supply of a rooted Christmas Tree for Christmas 2021 thus making it a permanent feature. He will report back at the next meeting.
12. AOB: Cllr Underhill asked if the PC would contact the Sue Fortune Foundation. The Foundation provide Grants for several social enterprises & community organisations due to hardship during the pandemic. The Clerk confirmed he has been in contact and is awaiting a call from the foundation.

13. Date of the next meeting, 11th March 2021, 18.00 via Zoom (Members of the public most welcome).
