SWINSTEAD PARISH COUNCIL

Draft Minutes of the meeting of the Parish Council held via ZOOM:

 18.00 on Thursday 11thMarch 2021

 Cllr B Lynch, Cllr C Lunn, Cllr L Underhill, Cllr J Ashby, Cllr D Plowright & C Hatch (Clerk)

1. Public Forum: No members of the public attended the forum, Cllr Bob Adams (LCC) present.
2. Apologies: Received from Cllr C Lunn & Cllr N Robins (SKDC)
3. Receive declarations of interest under the Localism Act 2011:  None
4. Minutes of the Previous Meeting: The Minutes of the previous meeting held on 21st January 2021were agreed as an accurate record and signed.
5. Matters Arising. Cllr Lynch asked the Clerk if he had contacted the Sue Fortune Foundation regarding obtaining a grant for individual resident in need. The Clerk confirmed he had spoken with the Foundation but unfortunately, their grants are only available for community groups. Cllr Adams suggested contacting SKDC re the Disability Facilities Grants available to individuals with special requirements. Clerk to investigate further.
6. Chairman’s Report: Cllr Lynch advised letters of condolence had been sent from the Parish Council to the families of Mrs Dorothy Warren and Bunny Robinson. The Parish Council would also like to offer their condolences to the family and friends of Mr S Jelen who also passed away earlier this year. All three were long standing members of Swinstead and will be sadly missed by the many who new them.

Cllr Lynch thanked all the volunteers for the work they did clearing the brambles on Croake Hill. The Clerk confirmed the volunteers had cleared 25 one tonne builders bags full of dead brambles, old fencing, one smothered dead tree, a lot of dumped hardcore, several discarded fizzy drink cans and three children’s footballs.

7. Clerks & Councillors Reports:

7.1 Cllr Adams provided an update regarding LCC. This included work on the Budgets was on going, general activity was quiet however, activity was building up to the County elections on May 6.

7.2 Finance Report. The year-to-date accounts were presented to the Councillors and accepted unanimously. (copy at the end of the minutes).

7.3 Correspondence. The Clerk shared correspondence with the Councillors regarding the flooding at Swinstead Hall and Park Road. The incident had been reported to Highways who advised, the Top Pond and drains in question at Park Road were not assets belonging to Highways and therefore not their responsibility. Cllr Lynch queried this and asked the Clerk to investigate further.

8. Planning Applications. Concerns were raised re an application to convert the integral garage at the new build property on Macham Close into an office. The concern being an increase in parked vehicles in the immediate area. Cllr Ashby to contact the Enforcement Officer at LCC Planning and request further investigation.

9. Roads. The Clerk reported the many pothole problems in Swinstead to LCC Highways in February. Many have now repaired, however, although the potholes in Bourne Road/Irnham Road have been marked out, the work has yet to be completed.

10. AOB. The Clerk advised, from 7th May, Government request Town and Parish Councils to return to Face-to-Face meetings, The Lincolnshire Association of Local Councils feel it is to soon for this step due to the Pandemic. The Clerk will seek further advice on the matter from LALC.
