Draft Minutes of the meeting of the Parish Council

 18.00 on Thursday 15thJuly 2021

Present Cllr B Lynch, Cllr J Ashby, Cllr L Underhill, Cllr D Plowright & C Hatch (Clerk)

  1. Public Forum: No members of the public attended. Cllr Bob Adams (LCC) was present.
  2. Apologies: Received from Cllr C Lunn.
  3. Receive declarations of interest under the Localism Act 2011:  None
  4. Minutes of the Previous Meeting: The Minutes of the previous meeting held on May 13th were agreed as an accurate record and signed.
  5. Matters Arising: The Clerk confirmed he had received an email from paytphones@bt.com to say, 3 calls were made over the last 12 months from the Phone Kiosk in the High Street. The Councillors agreed the Phone Kiosk be discussed as an Agenda item at a future meeting.
  6. Chairman’s Report: The Chairman thanked those who delivered the leaflet regarding parking on the pavement, he is grateful to all those who now park correctly on the road making it easier for pedestrians. He also commented on the new road surfacing method saying he hoped pothole repairs would require less attention in future.
  7. Clerks Report:

7.1 Position at the bank. This was noted and accepted.

  1. Councillors Reports:
  2. 1 Cllr Bob Adams (LCC) advised the Councillors on the improved method of Pothole repairs being carried out in the County. Also, because of the feedback during the recent Elections, a committee has been set up to look at traffic speeding in local Villages. He will keep the Councillors updated with the Traffic Calming measures being considered. Highways are also looking at ways of improving road safety on the A1. Cllr Adams welcomed comments and suggestions from the Parish Council and members of the public.
  3. Events: The Queen’s Platinum Jubilee. The Councillors agreed that a Village Committee should be set up to organise events for the forthcoming four-day event on 2nd – 5th June 2022. A leaflet and door knock will take place inviting those residents who would like to form the 8–9-person committee to make themselves known. The Parish Council agreed to accept responsibility for lighting of the Beacon on the Thursday evening in line with other Commonwealth countries - the Chairman and Clerk will apply for the appropriate permit and investigate purchasing the Beacon.
  4. Highways. Councillors discussed the issue of Overhanging Trees & Shrubs which either cause an obstruction or impede pedestrians. After discussion it was decided a letter should be sent to the individual homeowners concerned, asking them to address the situation. Some residents had expressed their concern to the Clerk about the potholes inside the entrance to Cox’s Yard, the PC asked the Clerk to write to the Grimsthorpe Estate as it is not Highway’s responsibility.
  5. Planning Applications: None.
  1. Any Other Business: Cllr Plowright spoke of a resident at Croak Hill parking their car on the grass area and not in the Car Park, the Parish Council will contact the resident and advise the correct procedure.

Cllr Ashby advised he has found a supplier for the Village Christmas Tree, the 15ft tree will cost in the region of £175-200. The Clerk suggested a donation be made to Nigel Hawkins for his grass cutting at the Bourne Rd entrance to the Village in 2020. The PC asked the Clerk to speak with Mr Hawkins to ask which Charity he would like the donation to go to.

The Parish Clerk advised the Councillors he is planning a holiday later in the year (Covid allowing) and will be away for the September meeting. Cllr Underhill kindly volunteered to act as Clerk for the meeting.
