SWINSTEAD PARISH COUNCIL

Draft Minutes of the meeting of the Parish Council held

 18.00 on Thursday 18th November 2021

Cllr B Lynch, Cllr C Lunn, Cllr L Underhill, Cllr D Plowright & C Hatch (Clerk)

1. Public Forum: No members of the public attended the forum. Cllr Nick Robins (SKDC) was present.
2. Apologies: Were received from Cllr Lunn.
3. Receive declarations of interest under the Localism Act 2011:  None
4. Minutes of the Previous Meeting: The Minutes of the previous meeting held on Thursday 16th September were agreed as an accurate record and signed.
5. Matters Arising: None.
6. Chairman & Councillors Reports: The Chairman thanked Cllr Underhill for taking the minutes for the September meeting in the Clerks absence.
7. Clerks Report:
   1. Finance Report. The Clerk provided the position at the bank as of 15th November, which was accepted and signed. He confirmed the PC is now in receipt of £300 from SKDC, this being the prize for the second best kept small village in the District.
   2. Cheques to be signed. Clerks’ salary & expenses £426.33. (approved)
8. Election of New Parish Councillor: The Clerk confirmed due to the resignation of Cllr Ashby a notice of vacancy will be posted, he will report results at the next PC meeting.
9. Precept 2022/23: After discussion, the Councillors decided not to increase the Precept but keep it the same as previous years.
10. Speed Sign: The Clerk confirmed he had been approached by Swayfield PC asking if they could rent the Swinstead speed sign for a short period of time next spring, enabling them to monitor speeding traffic in their village prior to purchasing their own unit. After discussion the councillors decided not to rent the speed sign as some Swinstead residents may take offence.
11. Christmas Tree: The Clerk confirmed an order has been placed for the Swinstead Christmas tree, which will be delivered by Paul Clegg of Barkston on the 14th of December. It was agreed four picket fence panels 8ft x 3ft should be purchased from Paul Cox at a cost of £140. These will provide a safety barrier around the tree and can be re used year after year.
12. Highways: Nothing to report.
13. Platinum Jubilee Donation: It was proposed the PC donate £500 to the Jubilee celebration matching the donation of the Village Hall. Proposed Cllr Lynch, Seconded Cllr Underhill, the proposition was carried 2 to 1 in favour.
14. Correspondence: None.
15. AOB: None.
16. Any Other Business: Date of the next meeting 20th January 2022, 18.00 Swinstead Village Hall. (Members of the public most welcome).
